About

Jonathan H. Bratt, MS, NRP, CEM, is an accomplished executive leader and emergency management professional with over 23 years of experience in program management, community resilience, disaster response, and national crisis and consequence management. He currently serves as the Assistant Vice President for Enterprise Resilience at the University of Maryland, Baltimore (UMB). In this inaugural role, he established a unified division that integrated the Office of Emergency Management, the Department of Environmental Health and Safety, and the Department of Public and Occupational Health to strengthen institutional readiness and safeguard global research, clinical, and academic operations.

Throughout his tenure at UMB, including his previous service as Executive Director of Emergency Management, Jonathan has led responses to high-consequence incidents. He served as the Incident Commander for UMB’s COVID-19 response and Deputy Incident Commander for the University of Maryland Medical System. His leadership further extends to managing critical cybersecurity breaches, large-scale campus protests, and significant infrastructure failures.

Jonathan’s career includes significant leadership roles at the state and federal levels. He previously served as Division Director for the Maryland Institute for Emergency Medical Services Systems, where he directed regional programs and oversaw statewide mass casualty planning and hospital accreditation. Federally, he served as a Program Manager for FEMA within the Oak Ridge Institute for Science and Education, establishing national Weapons of Mass Destruction response branches and managing the $20 million Prepositioned Equipment Program. He continues to serve as a Deputy Team Commander for the NJ-1 Disaster Medical Assistance Team and as faculty for FEMA’s Emergency Management Institute.

A recognized subject matter expert, Jonathan is frequently requested to provide expert testimony to the Maryland General Assembly in Annapolis on state emergency management policy. This includes serving as an invitational expert for the legislative study on the establishment of a State Disaster Recovery Fund. He is a FEMA Vanguard Executive Crisis Leaders Fellow (Class of 2025), a recipient of the Baltimore Business Journal’s 40 Under 40 award, and a member of the Governor’s Emergency Management Advisory Committee. Jonathan is currently pursuing a Doctor of Public Administration at the University of Baltimore.
